hearing voices

first of all God says My thoughts are not your thoughts my ways are not your ways!

2nd you have to understand that there is voice to skull technology which is discussed in the Obercromb files and by Nich Begich.
third the voice can be a form of mind control and the result of drugs that manipulate and repress or oppress the memory. so truly not all voices heard are of God.
it is written that in the days of sodom and gomorah that men were vexxed with voices and later it was condemned by a prophet that proved it was their own medicines and sorceries that caused this vexxations of hte mind.
and so it is proveable today as well, sorceries and pharmecuticals cause all or many Psychosis.

in general God does not speak to anyONE.

except to prophets who are called and chosen. usually it does takethe gift of prophecy.
and one must also discern between fallen angels and telepathy and intent to deceive and cause idolatry.

but if God will speak he can speak in thunderous voice as a man stands while the earth shakes and trembles or he can hear the voice of jesus as one speaking in a still small voice.
both terms are not contradictory.

if the holy ghost speaks, it is possible that he will speak as the others do, with a voice commonly heard as though hearing a freind speaking to you.

in times past God has communicated with man and prophets in various ways and in diverse mannners. not all people who claim to be prophet are sent by God, some are actually more like the mind control device described in the book of acts where Lydia is found.
